TORONTO – Today, the Ontario Human Rights Commission (OHRC) submitted a written deputation and oral presentation to the Toronto Police Services Board (TPSB) and the Toronto Police Service (TPS) on the implementation of the OHRC’s over 100 recommendations to address anti-Black racism in Toronto policing.
To be compliant with the Ontario Human Rights Code, the TPS and TPSB must work on the implementation of the recommendations to address systemic racial discrimination, racial profiling, and anti-Black racism.
“The recommendations in From Impact to Action set a path to meaningful actions to change outcomes for Black communities,” said Patricia DeGuire, OHRC’s Chief Commissioner. “An enforcement agreement should be implemented to meet a laudable goal of the TPS and TPSB’s Equity Strategy, ‘to rebuild, repair and strengthen relationships with [Black communities]’.”
The OHRC acknowledges that since the inquiry began in 2017, the TPS and TPSB have made changes to their policies and procedures. Some of that work is reflected in the TPS’s report to the Board, which provides an overview of their approach to categorizing and implementing 67 recommendations. However, there is much more work to be done.
The OHRC is committed to working with the TPS, TPSB and Black communities toward implementing the recommendations.
Quick Facts
- On December 14, 2023, the OHRC released From Impact to Action, the final report on its inquiry into anti-Black racism by the TPS, which included over 100 recommendations for meaningful actions to improve outcomes for Black communities when interacting with the TPS.
- On December 10, 2018, the OHRC released its first interim report, A Collective Impact, which included Dr. Scot Wortley’s findings from Special Investigations Unit (SIU) data, case-law review, a review of the SIU Director Reports, and the results of the OHRC’s consultation with 130 members of Black communities across Toronto.
- On August 10, 2020, the OHRC released its second interim report, A Disparate Impact, which included two reports from Dr. Wortley analyzing TPS data related to charges, arrests and releases, and police use of force.
